it takes 7 business days to clear a local check?
How is this even possible?
Can someone explain to me how in the year 2010

All I know is these checks cleared alot faster when Bush was in charge.

When I was a cutting my teeth in aviation, I used to fly checks nightly. The couriers would show up with bags of checks and we would fly them to collection points where they would be flown to clearing houses.
My understanding is that it took 2 days max for a check to clear. Not sure if they still use that process today.
