Because they have so many bowl game slots to fill!!!!!!!!!!! It's insane...some of these match ups are ridiculous...but these towns want a bowl game and the bucks that come with it. And the NCAA approves them so there you are. Gotta find the teams somewhere. I think only two eligible teams (min 6 wins) didn't get a bid.
