Mandina's has improved since the storm. You can argue quality but it by no means deserves an F. The only reference to an academic grading system was yours. I would add a couple of neighbourhood mainstays in Mandina's and Casamento's, who have both gone downhill badly since the storm. imo

Google Chile Pequin and see what you find. My guess is that you had some variety of that plant. They make excellent Hot Vinegar.
